The blame is being pointed to Microsoft and I guess that is only one of a complex web of companies that should
be to blame plus the people who exploit these hole's in security.
But that will not help us now!

We should be screaming at Microsoft, your local ISP and Host's for lack of security that allow rogue sites to exist. With that said, here is what needs to be done to slow the epidemic down.

1. Microsoft has been working on safe computing ie: Critical patches and updates
    

2. ISP should be the front line for defense by supplying a firewall / router with every new modem installation.
   It is in there best interest to do so, bandwidth is costing them their bottom line.
   If they would take on a cleaning or cleansing operation it would lower bandwidth!
    

3. Before you are allowed to go online there should be a small test you would have to pass (license so to speak)
   This test should be about security, how to search, about the laws of the internet.
    

4. Known Spyware sites, Virus sites should be shut down once they are listed.
   The W3C should rule on them now!
    

5. Laws should be enforced with Major penalties accessed to the guilty.
   This is a major problem with Cyber Terrorist's, some know full well they are hurting us.
   They attack our infrastructure to the point they are taking down key services we have grown to depend on like:

   • Police

   • Fire

   • Para medics

   • Phone and Cellular companies

   • Electric companies

   • Gas Companies

   • Hospitals

   And a whole lot more...
    

This has gone on for to long and needs everyone's attention before we are attacked and lives are lost for pranks, and cyber terrorism ruins our way of life.
